Pennsylvania Department of Community and Economic Development The Department of Community and Economic Development (DCED) works every day to ensure Pennsylvania is a premier state to do business, where we adopt and innovate the next generation of breakthroughs in a diverse mix of industry clusters, where we cultivate a resilient economy, and where we invest in our people and our communities to build a stronger Pennsylvania that works for all the residents, workers, businesses, and entrepreneurs that call our Commonwealth home. Municipal Assistance Program (MAP) MAP provides funding to assist local governments to plan for and efficiently implement a variety of policies, programs, or projects, and soundly manage development with an emphasis on intergovernmental approaches. Funding is available for two groups of activities: shared services, and community planning. Uses Shared service activities: Consolidating or regionalizing services among multiple municipalities or counties, boundary change studies, and shared personnel. New or expanded intergovernmental initiatives that promote local government efficiencies and effectiveness. Community planning: Comprehensive plans and parts thereof, land use ordinances, Transit Revitalization Investment District (TRID) planning studies and entrepreneurial/innovative plans that support community and economic development. Emphasis on multi-municipal plans. Funding DCED may fund up to 50% of the total cost of an approved application. The grantee is required to provide the remaining 50% or greater, normally as a cash match. At least 25% of the total cost must be funded from nonstate sources. DCED will consider exceptions to the 25% non-state minimum where applicants present the case of an exceptional fiscal or other hardship.
