Background

The Montana Mental Health Trust (the “Trust”) was created to support programs, services, and resources for the prevention, treatment, and management of serious mental illness of Montana children and adults, including programs, services, and resources for:

* Education and information for medical providers concerning appropriate prescribing practices for patients with mental illness;
* Training and education for Law Enforcement personnel and other persons concerning effective and appropriate crisis intervention techniques and resources;
* Crisis intervention service to persons supervised or managed by the criminal justice system;
* Transition funding for persons transitioning from an in-patient mental health treatment environment to an out-patient treatment and independent living environment;
* Children’s mental health programs; and
* Peer-to-peer services.

As noted in these Guidelines, the Trustees strongly prefer grant applications addressing one of the following:

* Invest in payer organizations to perform and disseminate research on pharmacological and psychotherapeutic treatment and effectiveness strategies in Montana.
* Development of evidence based or promising novel programs to serve individuals with co-occurring disorders in an integrated manner. Bi-directional links are known between mental illness, addiction, and medical illness. This would include transitional youth, ages 16-24, with a substance abuse problem (use or disorder) and serious emotional disturbance (SED or SDMI diagnosis).
* Provision of physical, psychological, laboratory, pharmacological and educational services to all persons in Montana.
* Provide transitional housing for persons released from treatment/custodial facilities.
* Establishment and/or continuance of community crisis systems for law enforcement agencies, community organizations, and courts to divert mentally ill persons from incarceration.

cycle,and the maximum grantto anyapplicant willnot exceed$30,000. Deviations
from theguidelinesshallbe madeinfrequently andonlyinextraordinary circumstances.
Extraordinary circumstancesdonot includemistake,inadvertence,or neglect.

profit or for non-profit. TheTrust willnot grantfundsto individuals. Individuals seeking

Factors thatwill heavilyinfluenceconsideration ofapplicationsinclude:

collaboration mustincludearesolution or equivalentdocumentfromtribal,
community,government orotherentities, specifying thatthe entityagreesto
participateasa partnerinthe projectand willstronglysupportthe projectfor the
entireduration of the grant.
4. Sustainabilityof theprogram orproject ifsuch isappropriate for theproposed
project.
5. Leveraging of funds fromtheTrust withfunds andassistance notprovided bythe
Trust.
6. Thecompletionof the servicesfundedbythe grantbyDecember31,2025.

3. Provision of physical, psychological, laboratory,pharmacological andeducational
servicesto allpersonsin Montana.
a. This could beadistance-based service toassure provisionofexpert adviceto
rural practitioners andtheirpatients withoutrequiring them toleavetheir
communities. A recentgranthas proven invaluableinproviding
psychological evaluationand advicetoprobationofficersand local
practitionersfor treatmentof personsunder supervision ofthe Departmentof
Corrections. It isanticipatedthat this conceptcouldbenefit allpersons with
mental illness inMontanaandsecure evaluations andrecommendations for
treatment byconnection withspecialistsbyelectronic means. Thepatients
couldthensecure theirprescriptions andtreatmentlocallyin theirown
community.
4. Provide transitionalhousing for personsreleasedfromtreatment/custodialfacilities.
a. Manyof the individualswithSDMI whoarereleasedfrom prison,detention,
and eveninvoluntarytreatment cannotsecure adequatehousing uponrelease
and oftenreturn tocustody becauseof thatproblem. Agenciesorprograms
areencouraged toseek fundingto matchothersourcestoassure that thosein
transitionwill havehousing sotheycan accesstheir treatmentneeds and
integrateback intothe community.
5. Establishmentand/orcontinuance ofcommunitycrisis systems for lawenforcement
agencies,community organizations,andcourtsto divertpersonswithmental illness
from incarceration.
a. Pastand current grantshaveassisted instatewide crisis interventiontraining
(CIT). Ashortageof localfundsmust bereplaced byotherfunds toprovide
training and implementation. Whilelocalmatches areencouraged,any
application willbe consideredif it furthersCIT inthestate. Withthecurrent
CIT operatingin thestate,it ishoped thatall lawenforcement andfirst
responderswill haveanopportunity for training. It isfurther hoped thatthis
funding couldbe usedtosupportcommunity-based approaches todiversion.

Project Accountabilityand Reporting Requirements:
Grantswill be subjectto audit.
All Granteeswill berequiredto signacontract outlining accountabilityand reporting
requirements. Oneof therequirements usuallyincludedinthecontract is for thegrantees to
submitreports periodically, typicallyquarterly. Other requirements maybeincludedin the
contract. Failureto submittimely,adequate reportsmay resultin:
● cancelling thegrant,
● not makingfuture scheduledpaymentstothe grantee,and/or
● requiring thegrantee toreturn paymentspreviouslyreceived.
All Granteeswill berequiredto allowon-site visitsand/orfacilityexamination bytheTrust
Director or designee.
Complete accountingrecords, includingrecords ofreceiptsandexpenditures,and program
records of allGrantees,mustbe maintainedand bemade availableto theTrust Director or
designee uponrequest.
Granteeswill be requiredtorepayany portion ofagrantwhich isnotused for thepurposes
of thegrant.
