Mike Mansfield Fellowship Program

Program Description: A two-year, government-to-government exchange established by Congress in 1994 to build a corps of U.S. government officials with substantial Japan expertise. The program provides select federal employees an opportunity to gain proficiency in the Japanese language and practical experience working in the Japanese government.

Program Structure:

  • Year 1: Intensive, full-time Japanese language and area studies training in the United States (seven-week homestay and intensive Japanese language program in Ishikawa Prefecture)

  • Year 2: Ten months of full-time placements in Japanese government ministries and agencies
  • Eligibility:

  • U.S. federal government officials/employees

  • Represented agencies include: NOAA, U.S. Air Force, FAA, Congressional Budget Office, FDA, U.S. State Department, GSA, and 16+ other federal agencies
  • Program Goals:

  • Develop in-depth understanding of Japan and its government

  • Gain Japanese language skills

  • Establish relationships with Japanese government counterparts and business, professional, and academic communities

  • Build expertise in policy areas relevant to U.S.-Japan relations
