Memphis Youth Homelessness Demonstration Program (YHDP)

Geographic Scope: Memphis/Shelby County, Tennessee

Purpose: The YHDP is designed to support selected communities in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. Through this grant, Memphis/Shelby County will design and implement innovative housing programs that meet the unique needs of youth and young adults experiencing homelessness and housing insecurity.

Vision: A future where every youth and young adult in the community has access to safe, stable, and affirming housing.

Mission: To achieve a future without youth homelessness by developing a comprehensive network of community services that are culturally affirming, trauma-informed, low-barrier, and accessible to all youth and young adults.

Key Components

• Safe, stable, affirming, and permanent housing connections for youth and young adults
• Coordinated Community Plan (CCP) developed through comprehensive planning process
• Youth leadership guidance (Memphis Youth Action Board)
• Adult stakeholder coordination across system of care

Target Population

• Youth and young adults (ages 18-24)
• Experiencing homelessness or housing insecurity

Program Leadership

Community Alliance for the Homeless (CAFTH) serves as the Memphis/Shelby County Continuum of Care (CoC) lead agency and facilitates plan development, implementation, local stakeholder engagement, and coordination with HUD Technical Assistance providers.
