Low-Income Home Energy Assistance Program (LIHEAP) - Summer Cooling Program

Program Type: Summer cooling assistance for electric bill relief

Geographic Scope: All 120 Kentucky counties

Overview:
Designed to help offset the cost of higher electric bills due to rising temperatures during summer months. The program is divided into two components: Subsidy and Crisis.

Eligibility:

  • Must meet LIHEAP income guidelines

  • Participation in prior LIHEAP programs will not affect a household's eligibility
  • Program Components:

    Subsidy Component:

  • Provides households a one-time benefit

  • Benefit amount: $50-$200 depending on income levels and housing category
  • Crisis Component:

  • Available to eligible households demonstrating a home energy crisis situation

  • Benefits cover the minimum needed to alleviate the crisis

  • Maximum: $600

  • Households can reapply each time they experience a crisis situation
  • Application Period:
    Applications accepted through October 31 or until funds depleted (based on 2020 program dates)

  • How to Apply

    How to Apply

    1. Contact Your Local Community Action Agency - Applicants are encouraged to contact their local Community Action office for specific application instructions.

    2. Gather Required Documentation:
    - Proof of Social Security Number or Permanent Residence card (Green Card) for each household member
    - Proof of all household members' income
    - Most current electric bill or utility company documentation
    - Account number and name on account for electric bill

    3. Apply for One or Both Components - Eligible households can apply for the Subsidy component, Crisis component, or both

    4. Submit Application - Applications accepted on a first-come, first-serve basis through October 31 or until funds are depleted
