Low-Income Home Energy Assistance Program (LIHEAP) - Subsidy Component

Program Type: Home heating assistance

Geographic Scope: All 120 Kentucky counties

Overview:
The Subsidy Component is designed to help low-income Kentuckians offset home heating costs. Benefits are paid directly to the primary fuel vendor in the form of a voucher. All eligible households will receive a benefit.

Eligibility:

  • Household income at or below 150% of Federal Poverty Guidelines

  • Must be responsible for home heating costs or pay heating costs as an undesignated portion of rent

  • Eligible for all primary fuel types
  • Funding/Awards:
    Benefit amount based on individual's income and primary fuel type

    Application Period:
    Typically November through December annually

    Administered by Community Action Kentucky in partnership with the U.S. Department of Health and Human Services and the Kentucky Cabinet for Health and Family Services

    How to Apply

    1. Contact Your Local Community Action Agency - Locate the nearest office of one of the 23 Community Action Agencies across Kentucky. Call 800-456-3452 or visit www.capky.org to find your local office.

    2. Gather Required Documentation:
    - Proof of Social Security Number or Permanent Residence card (Green Card) for each household member
    - Proof of all household members' income from the preceding month
    - Most current heating bill, statement from landlord if heating expenses are included in rent, or statement from utility company if participating in a Pre-Pay Electric Program
    - Account number and name on account for main heating fuel sources and electric bill

    3. Submit Application - Applications are accepted during the designated enrollment period (typically November-December). Some agencies may offer pre-registration for applicants who are 60+ or disabled and receive fixed income.

    4. Application Processing - Applications are processed on a first-come, first-serve basis or in alphabetical order based on head of household's last name (varies by year)

    Special Accommodations

    For everyone's safety, Community Action Agencies may provide special accommodations, adjust locations and times, and may ask applicants to follow safety protocols. Contact your local office for current procedures.
