Literacy Coaches and Reading Specialists Grant Program Funding Description Funding for county offices of education, school districts, and charter schools to develop school literacy programs, including dual language immersion and other programs for multilingual learners, employ and develop literacy coaches and specialists, and develop and implement interventions for pupils in need of targeted literacy support, including English learners. Allocation Formula Funds are allocated on a per pupil basis using school site enrollment as of the 2024-25 CALPADS Fall 1 Certification for kindergarten and grades 1 to 3. An LEA shall receive no less than $450,000 per eligible school site. For purposes of allocations and apportionments, a locally funded charter school is included with the chartering authority.Eligibility

Eligible Applicants:Local educational agencies Eligible Grade Level(s): K, 1, 2, 3 Required Eligibility Criteria: To be eligible for funding an elementary school site, operated by a local educational agency (LEA), must have an unduplicated pupil percentage of 94 percent or greater for kindergarten and grades 1 to 3 as of the 2024-25 California Longitudinal Pupil Achievement Data System (CALPADS) Fall 1 Certification.Ineligibility
School sites that received funding in the 2022-23 or 2023-24 fiscal years are not eligible to receive additional funding in 2025-26.Focus Areas & Funding Uses
