Lahaina Homeowner Recovery Program (LHRP)

Geographic Scope: Lahaina, Maui

Background: Established following the August 8, 2023 Maui wildfires. The program has supported more than 500 Lahaina homeowners through grants, loans, and one-on-one financial navigation.

Eligible Homeowners:

• 781 homeowners living in their homes before August 8, 2023 fire
• Individuals earning more than 80% of Maui County area median income (approximately $90,640+ for family of four) — serve middle-income families excluded from federal assistance
• Lahaina residents facing reconstruction costs

Types of Support:

• Affordable Loans: HCL originates loans and connects with local banks for additional financing
• Grants: Recovery and reconstruction support
• No-Cost Lot Surveys: For eligible homeowners (saves estimated $4.5 million in survey costs)
• Financial Navigation: One-on-one support
• Technical Assistance: Help understanding eligibility and accessing resources

Partnership & Funding:

• Managed by Hawaiʻi Community Lending
• Partnership to Rebuild Lahaina: Collaboration between HCL, Hawaiʻi Community Foundation (Maui Strong Fund), and Maui County
• $7.5 million awarded through Maui Strong Fund for 77 homeowners
• $3 million grant from Maui Strong Fund for lot surveys
• Program aims to unlock estimated $11.7 million in private and public funding

Application/Enrollment Process

1. Enroll in the Program: Contact HCL or visit their website to enroll
2. Eligibility Determination: Verify homeowner status and residence in home before August 8, 2023
3. Lot Survey Application: If applicable, apply for no-cost lot survey
4. Financial Assessment: One-on-one navigation to determine financing needs
5. Loan Origination: HCL originates affordable loans for reconstruction
6. Connection to Resources: Connected with construction services and local bank financing

• Nearly all 781 homeowners will need surveys to set property lines for rebuilding
