Overview: Polk CDC offers low-interest loans or grants (depending on eligibility) to help homeowners make necessary repairs and accessibility upgrades to their homes. The program also responds to emergency repairs on a case-by-case basis and occasionally has emergency single-use grants available.

Eligible Improvements

The program funds qualified repairs and rehabilitation including:
• Energy efficiency upgrades (insulation, HVAC systems, hot water heaters, windows)
• Health and safety repairs
• Accessibility upgrades
• General home repairs and rehabilitation

Eligibility Requirements

• Income: Household gross annual income must fall within current federal Area Median Income standards for the service area
• Property: Home must be located in Polk County, Oregon and in need of repair
• Ownership: Applicant must own the property or be in the process of buying it and be on title
• Occupancy: Owner must reside in the dwelling being repaired
• Property Taxes: Must be current
• Insurance: Homeowners' insurance must be in place
• Financial Capacity: Applicant must have sufficient equity and repayment ability

Program Components

• Free Home Energy Assessment: Available for all inquiries, focuses on energy efficiency upgrades using Energy Trust of Oregon incentives
• Loans: Low-interest financing options
• Grants: Available in some cases based on eligibility
• Emergency Assistance: Available on a case-by-case basis
