Overview: Polk CDC offers low-interest loans or grants (depending on eligibility) to help homeowners make necessary repairs and accessibility upgrades to their homes. The program also responds to emergency repairs on a case-by-case basis and occasionally has emergency single-use grants available.

  • Occupancy: Owner must reside in the dwelling being repaired
  • Property Taxes: Must be current
  • Insurance: Homeowners' insurance must be in place
  • Financial Capacity: Applicant must have sufficient equity and repayment ability

  • Free Home Energy Assessment: Available for all inquiries, focuses on energy efficiency upgrades using Energy Trust of Oregon incentives
  • Loans: Low-interest financing options
  • Grants: Available in some cases based on eligibility

Application Process

1. Initial Inquiry: Contact Polk CDC to request a Free Home Energy Assessment and to inquire about current federal household income limits

2. Complete Program Eligibility Questionnaire: Submit the online questionnaire to determine preliminary eligibility based on:
- Household income verification
- Property location and condition
- Ownership status
- Other basic criteria

3. Initial Review: Polk CDC will contact applicant with initial results

4. Full Eligibility Packet: If preliminary screening indicates potential eligibility, applicant receives a complete Program Eligibility Packet to complete and submit with verifying documentation

5. Packet Review: Polk CDC reviews submitted documentation and determines next steps

6. Property Inspection: If qualified, a Rehabilitation Advisor will inspect the property to:
- Determine what qualifying repairs are needed
- Ensure repairs meet program guidelines
- Assess health, safety, and accessibility priorities

7. Contractor Bids: Applicant requests bids from contractors of their choice (Polk CDC can provide names of qualified contractors upon request)

8. Construction Oversight: Rehabilitation Advisor assists throughout the construction process
