HARP - Homeowner Assistance & Repair Program (Roof Edition)

Geographic Scope: Wilkinsburg, PA homeowners only

Program Status: Third cycle currently active, focused on roof repairs and replacements

Focus Areas:

• Roof repairs or replacements
• Gutter repairs or replacements
• Downspout repairs or replacements

Program Goals:

• Stabilize housing stock for current and future generations
• Prevent displacement and loss of homes
• Support residents around vacant property, stabilization, and preservation needs

Funding Source: PA Housing Finance Agency (PHFA)

Program History (since 2022):

• Worked with dozens of residents to acquire vacant properties for rehab
• Helped nearly 40 homeowners with stabilizing repairs
• Partnered with local attorney (Kalmeyer & Kalmeyer) for free estate planning services and deed recording

Additional Services:

• Free estate planning and will drafting through partnership with Kalmeyer & Kalmeyer
• Assistance with vacant property acquisition for blighted properties
• Property deed recording and planning services
