Overview

Downtown Reading Facade Grant

Geographic Scope: Downtown Reading, specifically properties located within the target area (Penn Street Corridor in downtown Reading)

Program Background:
The Downtown Facade Improvement Grant was designed to enhance the downtown Reading streetscape and support physical environment improvements. Funding was made possible through private funding from the Berks Alliance and managed by the Greater Reading Chamber Alliance. The Berks Alliance committed to two years of funding to support façade improvements along the Penn Street Corridor.

Eligible Uses:

  • Improve the external appearance, lighting and security of storefronts

  • Enhance the attractiveness of Downtown Reading

  • Preserve and restore historic properties

  • Encourage economic development and leverage additional private investment
  • Geographic and Eligibility Requirements:

  • Property must be located in the designated target area

  • Applicants must be property owners or business owners with written permission from property owner

  • Business owners and property owners can submit collaborative applications with shared costs and responsibilities
  • Award Structure:

  • 100% owner match: Maximum grant of up to $10,000 for exterior painting, metals, masonry, windows, and doors (owner must match dollar for dollar)

  • 50% owner match: Maximum grant up to $5,000 for signs, awnings, and exterior lighting (owner must match at least 50% of costs)

  • Total project cost must be at least $500

  • Documentation of property ownership or written permission from property owner (for business owner applicants)

  • Project cost estimates and scope of work

  • Location verification within target area
  • Review Process:

  • Applications reviewed by a review committee

  • Rolling and competitive basis awards

  • Funds awarded based on availability and committee assessment
