Diaper Distribution Demonstration and Research Pilot

    • Target Population:

  • Families with children under age 3

  • An estimated 189,224 children under age 3 reside in Wisconsin

  • Focus on 20% of children living in households with incomes between 100-200% of Federal Poverty Level (FPL)

  • Estimated 31,537 children potentially requiring diaper assistance

    • Lead Agency: Foundation for Rural Housing (FRH) - WISCAP member

    • Existing Program Example: Rubber Ducky Diaper Depot (created by FRH in 2023)

  • Already distributed over 70,000 diapers

  • Serves 12 counties

  • Partnerships with Lac Du Flambeau Tribe

    • Future Plans:

  • Expand reach across additional counties in rural Wisconsin

  • Incorporate services for migrant farmworkers

    • National Program Background:

  • Established in 2022

  • Total allocation of $40.2 million nationwide
