About PCCD PCCD's mission is to enhance the quality, coordination, and planning within the criminal and juvenile justice systems, to facilitate the delivery of services to victims of crime, and to increase the safety of our communities. Continuing County Adult Probation and Parole Grant The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for FY 2025-26 Continuing County Adult Probation and Parole Grant (CCAPPG) funds. Act 114 of 2019 established PCCD’s responsibility for administration of CCAPPG funds which exist to support county adult probation departments. A county that provides adult probation staff shall receive grant funding from the Commonwealth for costs incurred by the county, but only to the extent that the staff and program meet the qualifications and standards established by the Commission. The primary purpose of the CCAPPG funds is to provide funding from the Commonwealth for costs incurred by the county for adult probation and parole supervision. The goal of the FY 2025-26 CCAPPG program is to support adult probation and parole services by providing funding to counties that offer these services. Act 114 charged PCCD with analyzing the data provided by counties who receive CCAPPG funds to identify trends and determine the effectiveness of programs and practices utilized by the county adult probation and parole system.
