About PCCD PCCD's mission is to enhance the quality, coordination, and planning within the criminal and juvenile justice systems, to facilitate the delivery of services to victims of crime, and to increase the safety of our communities. Intermediate Punishment Treatment Program Initiative The Pennsylvania Commission on Crime and Delinquency (PCCD) is now accepting applications for funding under the FY 2025-26 Intermediate Punishment Treatment Program initiative. The primary purpose of this grant program is to support restrictive conditions imposed as part of county probation. Act 115 of 2019 replaced County Intermediate Punishment (CIP) as a sentencing option with an Order of Probation, for which restrictive conditions may be imposed. CIP programs are restrictive conditions of probation imposed under section 9763 (c) or (d) (relating to adoption of guidelines for restrictive conditions). Under this Act, the court may order probation and specify the length of supervision, up to the maximum sentence, but in imposing probation, the court must consider the Pennsylvania Commission on Sentencing's (PCS) guidelines for probation and restrictive conditions of supervision and to specify at the time of sentencing the conditions of probation and restrictive conditions. The goal of the FY 2025-26 Intermediate Punishment Treatment Program remains to divert individuals from county jail or state prison and provide the necessary treatment for individuals with substance use or mental health disorders, thereby reducing recidivism and increasing public safety.Eligibility
