Community Development Block Grant Program

Citizen Participation

Pinellas County maintains a detailed Citizen Participation Plan with policies and procedures for citizen involvement. Citizens, especially low- and moderate-income citizens, have opportunity to participate in planning, implementation and assessment of programs and projects.

Labor Standards

Federal Davis-Bacon Act labor standards apply to all construction projects wholly or partially federally funded. All employees on construction projects must receive prevailing wage rates as established by U.S. Department of Labor. This applies to all CDBG-funded construction contracts exceeding $2,000.
