Overview

NOTE:  CDBG funding recommendations is based on a two-phase Notice of Funding Availability (NOFA) application process: Request for Qualifications (RFQ), designated as Pre-proposal above, and Request for Proposals (RFP), designated as Full Proposal above. All CDBG applicant organizations must have successfully completed both phases to be considered for CDBG funding. Organizations that did not successfully complete the RFQ phase are precluded from participating in the RFP phase. NOTE: Applicant organization staff will need to attend a CDBG RFP Virtual Workshop session. And if interested in applying under the construction categories (NCIP-Facilities) to go over the specifics of construction projects with a construction-focused project manager in a technical assistance session. Community Development Block Grant The Community Development Block Grant (CDBG) is a U.S. Department of Housing and Urban Development (HUD) Entitlement Grant that the City receives to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of San Diego Economic Development Department administers these funds to partner organizations to support projects and programs that serve City of San Diego communities. Interested organizations can apply for this funding on an annual basis via the CDBG Annual NOFA process. The program offers local governments, with citizen participation, the opportunity to fund certain projects, programs, and/or public services provided that these meet one of three National Objectives: Benefit low/moderate-income (LMI) personsPrevent or eliminate slums and blightMeet an urgent need In the case of the City of San Diego, all CDBG-funded projects and programs must meet the National Objective of benefitting LMI persons.
