Grants EOCCO offers three separate grant programs to improve health and access to healthcare of Eastern Oregonians. These grant programs aim to fund services that are not already covered by health insurance. These grant programs are available to traditional healthcare providers, community-based organizations, early learning hubs, tribal governments, food banks and many other types of organizations serving EOCCO’s service area: Baker, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Sherman, Umatilla, Union, Wallowa and Wheeler counties. Community Benefit Initiative Reinvestment (CBIR) The Community Benefit Initiative Reinvestment (CBIR) grants fund one-year long projects (January through December) that aim to improve access to quality care. EOCCO is offering five unique CBIR program opportunities for the 2026 grant cycle. There are multiple types of CBIR applications. Opt-In Application: These projects are aimed at specific incentive measures and opportunities for continuing projects from previous grant cycles.
