Grants EOCCO offers three separate grant programs to improve health and access to healthcare of Eastern Oregonians. These grant programs aim to fund services that are not already covered by health insurance. These grant programs are available to traditional healthcare providers, community-based organizations, early learning hubs, tribal governments, food banks and many other types of organizations serving EOCCO’s service area: Baker, Gilliam, Grant, Harney, Lake, Malheur, Morrow, Sherman, Umatilla, Union, Wallowa and Wheeler counties. Community Benefit Initiative Reinvestment (CBIR) The Community Benefit Initiative Reinvestment (CBIR) grants fund one-year long projects (January through December) that aim to improve access to quality care. EOCCO is offering five unique CBIR program opportunities for the 2026 grant cycle. There are multiple types of CBIR applications. Public Health Department Application: This application allows public health department to propose projects to improve the health and wellbeing of EOCCO members and their communities. Project Areas Public Health Fund Projects may focus on one or more of the following focus areas: Addressing state-mandated incentive measures Addressing the roots of early childhood trauma and develop resiliency skills (e.g., parenting support, technological innovations, Ages and Stages Questionnaire screening, early intervention and referrals wraparound support for families, and bringing to scale effective interventions.)Providing non-billable pre- and post-partum care with a focus on at risk and vulnerable populations. Collecting baseline data, population-based metrics, and/or data demonstrating impact, including implementing new technologies such as electronic health records or data tracking and visualization software (e.g., Tableau, GIS, Power BI)Aligning the service area’s Community Health Assessment with the State Health Improvement Plan and Community Health Plans.Developing partnerships and collaborative efforts with primary care practices, hospitals, behavioral health, and other key stakeholders. Building or developing collaborations and infrastructure including but not limited to emergency preparedness, Public Health Accreditation, hiring external consultants to support capacity building, and expanding collaborations with school-based health centers.
