Overview

Commodity Supplemental Food Program (CSFP)

Overview: Federal USDA food program administered through the State of Wisconsin Department of Health Services and West CAP, Inc. Works to improve the health of low-income adults age 60+ years by supplementing their diets with nutritious USDA foods. The monthly food package is available at no cost to eligible individuals and is intended as a supplement (does not provide a complete diet).

Geographic Scope: Serves nine counties in Wisconsin:

  • Barron County

  • Buffalo County

  • Chippewa County

  • Dunn County

  • Eau Claire County

  • Pepin County

  • Pierce County

  • Polk County

  • Rusk County

  • St. Croix County
  • Distribution Sites: There is a distribution site within each county, located in communities including: Boyceville, Hudson, Ellsworth, River Falls, Plum City, Frederic, Nelson, St. Croix Falls, Woodville, Barron, Rice Lake, Durand, Ladysmith, Chippewa Falls, Eau Claire, and Menomonie.

    Monthly Food Package Typically Includes:

  • 2-pound block of cheese

  • Peanut butter

  • Juice

  • Pasta and/or rice

  • Canned meats and beans

  • Canned vegetables

  • Canned fruit

  • Shelf-stable milk

  • Cereal
  • Package Value: Approximately $70 per box per month

    Eligibility Requirements:

  • Must be age 60 or older

  • Gross monthly household income at or below the following limits (effective April 2026, based on 150% of U.S. Dept. of Health and Human Services 2025 Poverty Guidelines):

  • - 1 person: $1,995
    - 2 persons: $2,705
    - 3 persons: $3,415
    - 4 persons: $4,125
    - 5 persons: $4,835
    - 6 persons: $5,545
    - 7 persons: $6,255
    - 8 persons: $6,965
    - 9+ persons: Add $710 for each additional person

    Household Participation:

  • Every 60+ year-old household member is eligible to receive their own monthly food package

  • If two people in household qualify, you will receive two boxes

  • How to Apply

    How to Apply for CSFP

    1. Pre-Registration: Either:
    - Fill out pre-registration forms at designated host sites, OR
    - Call Melissa McCarthy at 715-280-3238 to pre-register

    2. Bring Documentation: When applying, bring:
    - Proof of address
    - Knowledge of your gross monthly income

    3. Enrollment: After you are signed up, you will be able to pick up your commodities once per month at designated sites

    4. Proxy Option: You can send a proxy (authorized representative) to pick up on your behalf if you are unable to pick up in person

      Required Materials

    • Proof of address (utility bill, lease, etc.)
    • Knowledge of gross monthly household income (before taxes and deductions) for all household members
