CoC Builds Program

Geographic Scope: NC Balance of State CoC

Focus Areas:

  • Address and reduce the number of people experiencing homelessness

  • Add new units of permanent supportive housing (PSH)

  • New construction, acquisition, or rehabilitation projects
  • Award Amount:

  • Maximum per single project: $9,000,000 (based on FY2025 Final Pro Rata Need of NC Balance of State CoC)
  • Match Requirement:

  • Minimum 25% cash or in-kind match (or combination), per 24 CFR 578.73
  • Eligibility:

  • Agencies with active and up-to-date sam.gov account

  • Non-profits must have IRS 501c3 final determination letter

  • All applicants must have Code of Conduct

  • Must submit Intent to Apply
  • What They Fund:

  • New construction

  • Acquisition

  • Rehabilitation

  • Projects that add permanent supportive housing units

    - Jurisdictional certification
    - Must be completed and dated between May 12, 2025 and June 26, 2025
    - Ensures project is consistent with jurisdiction's HUD-approved consolidated plan

    3. Non-Profit 501c3 Determination Letter (non-profits only)
    - IRS 501c3 final determination letter
    - Upload in Project Application attachment section

    4. Letter of Commitment, Contract, or Other Federal Written Commitment
    - Required for Rating Factor V.A.1.h (Coordination with Housing Providers, Healthcare Organizations, and Social Service Providers)

    5. Evidence of Site Control
    - Deed or lease for new construction or rehabilitation
    - Purchase agreement for acquisition
    - Upload in Project Application attachment section
