Civil Legal Counsel Projects Program (CLCPP) - Access to Justice Program

Established: July 2017 via the Expanding Access to Justice Amendment Act

Purpose: Provides legal assistance to DC residents with low incomes who are at risk of eviction, loss of housing subsidy, or seeking to remedy housing conditions

  • 1,699 cases closed with direct legal services

  • 2,054 clients served

  • 70% of clients remained housed

  • 702 household members gained housing stability

  • 37% of housed clients had minor children

  • 38% of housed clients had household members with disabilities
  • Intake/Access System: Landlord Tenant Legal Assistance Network (LTLAN) - coordinated phone and online intake established in 2020
