Overview

CDBG Residential Housing Rehabilitation Grant/Loan Program

Geographic Scope: Harney and Malheur Counties, Oregon (current priority for Vale and Burns homeowners)

Focus Areas: Home rehabilitation, critical repairs, energy efficiency, accessibility

Overview: Community in Action administers the CDBG Residential Housing Rehabilitation Grant/Loan Program. Community Development Block Grants are awarded to cities and counties from Business Oregon, Infrastructure Finance Authority. The Rehabilitation Program provides home improvement assistance grants and loans for owner-occupied homeowners who meet the low and moderate income guidelines.

Eligible Repair Types:

  • Roofing

  • Insulation

  • Accessibility improvements

  • Plumbing

  • Electrical repair/replacement

  • Removal of lead or hazardous materials

  • Energy Efficiency and Weatherization
  • Eligibility Requirements:

  • Must be a resident of Harney or Malheur County (priority may be given to specific areas within the county due to funding guidelines)

  • Property must be an owner-occupied single family residence

  • Must meet HUD low-moderate income guidelines

  • Loan program includes additional requirements, defined when applying

  • How to Apply

    Application Process

    1. Submit Notice of Interest/Waitlist Form

    2. When Funding Becomes Available:
    - Residents will be offered an application
    - Applications processed in order of completed applications, funding priorities, and program guidelines

    3. HUD Section 8 Quality Standard Inspection:
    - Homeowner contacted to schedule inspection at their home
    - Program staff conducts inspection
    - Review with homeowner the necessary or requested repairs

    4. Construction Scope of Work:
    - Scope of work/bid form developed and given to homeowner
    - Homeowner acquires bids for the project

    5. Project Completion:
    - Work completed by Oregon licensed, bonded and insured contractor
    - CinA staff conducts walk-through with homeowner upon completion
    - CinA pays contractor when all work is completed
