Overview

Category B Grant Program

Program Type: Other direct civil legal services providers (both current and new grantees)

Geographic Scope: Oregon statewide

Funding Allocation: Between 15% and 35% of OLF's annual funding is reserved for Category B grantees.

Eligible Organizations: Organizations providing direct civil legal services that do not fall under Category A (full-service legal aid providers). This includes organizations serving specific populations or legal practice areas such as:

  • Immigration services

  • Disability rights

  • Family law

  • Employment law

  • Housing/tenant rights

  • Youth services

  • Criminal record expungement

  • Protective order assistance

  • Public benefits

  • And other direct legal service providers
  • 2026 Category B Grantees Include:

  • Disability Rights Oregon - $265,000

  • Immigration Counseling Service (ICS) - $265,000

  • SOAR Immigration Legal Services - $175,000

  • St. Andrew Legal Clinic - $175,000

  • Catholic Charities Immigration Legal Services (CCILS) - $150,000

  • CLEAR Clinic - $125,000

  • Northwest Workers' Justice Project / NEED Fund - $100,000

  • The Commons Law Center - $90,000

  • New Avenues for Youth - $75,000

  • Metropolitan Public Defender Community Law Division - $65,000

  • Immigrant & Refugee Community Organization (IRCO) - $60,000

  • Catholic Community Services of Lane County - $50,000

  • Family Peace Center of Washington County - $50,000

  • Lutheran Community Services NW - $50,000

  • Oregon Crime Victims Law Center - $50,000

  • Springfield-Eugene Tenant Association (SETA) - $50,000

  • Clackamas Workforce Partnership - $45,000

  • Mid-Willamette Valley Community Action - $45,000

  • ASSIST (Assertive SSI Service Team) - $45,000

  • Youth, Rights & Justice - $30,000

  • Multnomah County Volunteer Lawyer Project - $25,000
  • Funding Source: Interest generated on lawyer trust accounts (IOLTA) and partnership with Oregon banks

    Payment Schedule: Grants paid in equal installments in the third month of each quarter: March, June, September, and December

    1. August: Applications available on OLF website
    2. October 1, 2026: Deadline for submitting grant applications
    3. October: Grants Committee makes recommendations to OLF board
    4. December: OLF Board awards grants and notifies grantees

    For New Grantees:
    1. August: Applications available on OLF website
    2. October 1, 2026: Deadline for submitting grant applications
    3. October: Grants Committee makes recommendations to OLF board
    4. December: OLF Board awards grants and notifies grantees

  • Narrative report on work completed in first 8 months of previous grant year
