Catalytic Opportunities & Big Ideas (COBI) Grant Program (Colorado Springs Downtown Development Authority)

The COBI Grant Program advances high-impact projects identified in Volume II, Chapter 1 (Land Use and Character) of the Elevate Downtown Plan that deliver meaningful community benefit and catalyze additional private investment. Eligible projects include Catalytic Opportunities, Desired Use/Market Opportunities, Reimagined/Enhanced Use Sites, Contemporary Prospects and Influence Sites that enhance Downtown's vitality, connectivity and quality of life. This grant is offered by the Colorado Springs Downtown Development Authority (DDA), a quasi-governmental taxing district whose work is executed by Downtown Partnership staff; Downtown Partnership is also the management company for Downtown Ventures (this funder record, Colorado Springs Community Ventures Inc). DDA grants are funded from a 5-mill levy and Tax Increment Financing; all funded projects must align with the Elevate Downtown Plan, and the 11-member DDA board decides grants at its monthly meeting (second Tuesday).
