NOTE: This funding opportunity is only available to prospective or new RCO (Recovery Community Organization) as of 2023 when the funding was appropriated. RCO that were established prior to 2023 are not eligible for this funding opportunity. Build Capacity of Culturally Specific Recovery Community Organizations RFP (MN) Objective The Minnesota Department of Human Services, through its Behavioral Health Division (STATE), is seeking Proposals from qualified Responders to build capacity of Culturally Specific Recovery Community Organizations. Background Funding is to establish start up and capacity-building grants for prospective or new RCO serving or intending to serve culturally specific or population-specific recovery communities (Laws of Minnesota 2023, Chapter 61, article 4, section 21). Minnesota Statutes, section 254B.01, subdivision 4a, defines a culturally specific program as one that: improves service quality to and outcomes of a specific community that shares a common language, racial, ethnic, or social background by advancing health equity to help eliminate health disparities; ensures effective, equitable, comprehensive, and respectful quality care services that are responsive to an individual within a specific community's values, beliefs and practices, health literacy, preferred language, and other communication needs; and is compliant with the national standards for culturally and linguistically appropriate services or other equivalent standards, as determined by the commissioner. A tribally licensed substance use disorder program that is designated as serving a culturally specific population by the applicable tribal government is deemed to satisfy this subdivision. A program satisfies the requirements of this subdivision if it attests that the program:is designed to address the unique needs of individuals who share a common language, racial, ethnic, or social background;is governed with significant input from individuals of that specific background; andemploys individuals to provide treatment services, at least 50 percent of whom are members of the specific community being served. Funding The total onetime appropriation for Culturally Specific Recovery Community Organization Start-up Grants is $4,000,000. State anticipates awarding ten (10) to twelve (12) contracts to successful Responders. The maximum grant award available is $200,000 per year.
