To facilitate the construction or acquisition of facilities and/or equipment for handicapped children and young adults which will assist them in developing their capacity for independence from institutional lifestyles and in so doing to enhance their ability to enter society in a more self- sufficient fashion. Foundation facilities and equipment are intended to be operated by public or private not-for-profit organizations which would otherwise be unable to provide such facilities but which have the resources and expertise to manage them in a responsible, beneficial and fiscally prudent fashion.
