Founders: E. Kemper Carter (Evlane Kemper Carter Sr., 1884–1951) was a civil engineer from Saint Joseph, Missouri. He attended William Jewell College and the University of Missouri, where he served as the first student body president in 1911. Following his service as a captain in the Army Engineer Corps during World War I, he co-founded Carter-Waters in 1922 with Albert R. Waters, a construction materials firm that remains in operation.
E. Kemper Carter married Anna Curry on Washington's Birthday in 1936.
