IS TO ASSIST YOUTH OF ALL BACKGROUNDS, WITH SPECIAL CONCERN FOR THOSE FROM DISADVANTAGED CIRCUMSTANCES, TO DEVELOP THE QUALITIES TO BE RESPONSIBLE CITIZENS AND LEADERS.
