Overview

Virginia Mixed Delivery Program

Program Overview:
The Mixed Delivery program enables eligible families with infants, toddlers and preschoolers to access high-quality, full day, year-round early childhood care and education (ECCE) services in private, community-based settings of their choice so parents can work and children enter kindergarten ready to learn.

Geographic Scope:

  • Statewide Virginia program

  • Ready Region Southside service area includes: cities of Danville, Halifax, and Lynchburg; counties of Amelia, Amherst, Appomattox, Bedford, Brunswick, Campbell, Charlotte, Cumberland, Lunenburg, Mecklenburg, Nottoway, Pittsylvania, and Prince Edward
  • Age Groups Served:

  • Infants, toddlers, two-year-olds (expanded in fiscal year 2023)

  • Preschoolers (3.5-5 years old)
  • Eligibility:

  • Families must qualify through Ready Region lead agencies

  • Based on family income and need

  • Children must be from birth to age 5
  • Award Details:

  • Center for Early Success (Ready Region Southside) received $3.2 million in 2025

  • Approximately $37.5 million total awarded statewide in mixed delivery grants (2025)

  • Uses cost-of-quality methodology for setting service rates

  • Contract-based model providing predictable and sustained funding for sites
  • Program Requirements:

  • All mixed delivery classrooms must participate in Virginia Kindergarten Readiness Program (VKRP)

  • All mixed delivery classrooms must participate in Virginia Language and Literacy Screening Process (VALLS)

  • All mixed delivery classrooms required to use state-approved curriculum (70+ approved curriculums available)

  • Must be licensed (non-faith-based), private ECCE settings

  • Full-day, year-round services required

  • Educator compensation goal: 75% parity to public school teachers by end of fiscal year 2027 (June 2028)
  • Program History:

  • Began in 2016 as innovative pilot envisioned by Virginia General Assembly and VECF

  • Has expanded significantly since inception

  • 227 mixed delivery sites across Southside region as of 2025

  • Settings include licensed center-based and home-based child care
