    3. Companies submit formal proposals
    4. Government selects awardees and delivers funding through consortium management firm (Advanced Technology International)
    5. Government may propose new relationships without re-soliciting entire consortium

    Application Process

    The OTA process operates through government-initiated calls for proposals:

    1. Government Issues Call - Government customers issue Requests for Prototype Ideas (RPI) or Requests for Prototype Projects
    2. Whitepaper Submission - Interested consortium members may be invited to submit whitepapers on identified topics
    3. Proposal Selection - Government selects small number of companies to submit formal proposals
    4. Formal Proposal Submission - Selected companies submit detailed proposals
    5. Award Decision - Government selects one or more awardees
    6. Funding Delivery - Awards are delivered to selected consortium member(s) through the consortium management firm

    Submission Format: Electronic submission via appropriate government channels (typically FedBizOps)

    Key Requirements:

  • Consortium membership required

  • Proposals must address government-identified topics and requirements

  • Prototypes must be viable and address military/defense needs
