- Eligible: Eligible applicants must be located within a designated high-risk Urban Area receiving a FY 2026 federal allocation based upon an analysis of the relative risk of terrorism faced by the 100 most populous metropolitan statistical areas in the United States. Most recently, these areas in Texas include the Dallas/Fort Worth/Arlington Area, the Houston Area, the Austin Area and the San Antonio Area. Applications from the following entities will be considered: State agencies; Regional councils of governments; Units of local government; Nonprofit organizations; and Universities or Colleges. Note: All applicant entities must have a mission to serve in an Urban Area operational role or be partnering on plans, training, and exercises within the Urban Area.

The purpose of this program is to help law enforcement agencies acquire police service dogs (K9s) for their department. The program's ultimate goal is to bridge financial gaps and ensure that K9 costs never keep officers from having their K9 partners. The purpose of this program is to provide bullet and stab protective vests for K9s at no cost to law enforcement and related agencies throughout the United States. Vests will be provided for K9s that are actively employed, certified with their current handler, and at least 20 months of age. Vests will be custom-made to fit each dog, and will be under warranty for five years. Refer to page 3 of the NOFA file for additional details regarding the features of awarded vests.
