Tribal Homeless Housing, Assistance and Prevention (Tribal HHAP) Grant Since its creation in 2022, the Tribal HHAP Program has been developed in collaboration with California Federally Recognized Tribes and other key stakeholders. Pursuant to Health and Safety Code (HSC) section 50157, and in accordance with subdivision (e) of Section 50231, administrative responsibility for the program transitioned from the California Interagency Council on Homelessness (Cal ICH) to HCD in July 2024. As part of this transition HCD will continue to reflect the state’s commitment to strengthening support for Tribal communities and ensuring the program remains responsive to Tribal priorities and governance structures. Tribal HHAP is a dedicated Tribal set-aside within the broader Homeless Housing, Assistance and Prevention (HHAP) Program developed specifically for—and in partnership with—California Federally Recognized Tribes. Through direct consultation and feedback, HCD aims to continue improving access, alignment, and culturally responsive implementation of these funds.Eligibility
