• Must have been accepted to a Texas college or university

- City manager, City of Plano, Texas (1987-2010, 23-year tenure)

• TCMA Recognition:

- Active TCMA member for 33 years
- TCMA President in 2002
- First recipient of Lifetime Achievement Award (2002) recognizing city management professionals with 10+ years of significant contributions
