Title X Family Grant Request for Proposals

Funder: Indiana Family Health Council (IFHC)

Purpose: Applications to be included in IFHC's 2022 Title X Family Planning Grant Application to the Office of Population Affairs

Focus Areas:

Establishment and operation of voluntary family planning projects

Broad range of acceptable and effective family planning methods and services including:

- Natural family planning methods
- Infertility services
- Services for adolescents

Program Requirements:

Services must be comprehensive and voluntary

Priority must be given to clients from low-income families

All services must be confidential, voluntary, and non-directive

Services must honor recipients' privacy and dignity

Funds cannot be used in programs where abortion is a method of family planning

Title X services cannot be co-located where abortion services occur (per IFHC Board of Directors commitment)

Funding Source: Title X of the Public Health Services Act (enacted 1970 by Public Law 91-572)

Legal Framework:

Section 1001 of PHS Act (42 USC 300(a)): Covers establishment and operation of voluntary family planning projects

Section 1006 of PHS Act (42 USC 300a-4): Ensures priority for low-income clients

Section 1008 of PHS Act (42 USC 300a-6): Prohibits use of funds where abortion is a method of family planning
