TIGER Grant Overview

Funder: Views on Learning, Inc. (Indiana-based 501(c)(3) educational non-profit)

Program Purpose: Provides funding to schools for the purchase of technology that enhances STEM education and direct academic instruction.

    Eligible Applicants

  • Type: Public, private, or charter schools only
  • Location: Must be located in one of VOL's EBS service areas
  • Accreditation: Must be accredited by state department of education or recognized accreditation agency
  • Limit: Only one grant per school or district per grant cycle
  • Priority: Schools that have not received a TIGER Grant in the past three years receive priority

    Eligible Use of Funds

  • Hardware and software purchases
  • Technology-related supplies and materials
  • Professional development for educators on technology integration
  • Installation of technology
  • In service areas where available: limited Zoom® video conferencing licenses and up to 10 mobile hotspots for cellular-based wireless broadband internet
  • Must be used for direct academic instruction and student use

    Ineligible Uses

  • Administrative purposes
  • Individual gain
  • Political parties, campaigns, or causes
  • Labor or veterans' organizations
  • Religious or fraternal groups (except accredited parochial, private, and charter schools)
  • Volunteer emergency groups
  • Athletic activities
  • Courtesy advertising
  • Fundraising events

    Review Process

  • Applications reviewed and scored by VOL Grant Review Committee
  • Scoring rubric based on 90-point scale
  • Grants awarded to top scorers
  • Applicants notified of outcome in early June
  • VOL reserves right to approve or deny applications based on alignment with goals and anticipated impact

Application Period: March through September annually

Required Steps

1. Create an account in the online grant application system 2. Enter zip code to determine eligibility in VOL service areas 3. Complete all required sections of the application form 4. Submit through the online portal

  • Primary contact for project (if different from administrator)

  • Project Narrative Sections:

  • Description of Need: How the grant will result in increased classroom technology use and positive impact on student achievement/staff development; documentation of how need was identified

  • Project Description: Clear overview/rationale of what project will accomplish; student outcomes to be achieved; how proposed technology will be used; principal/supervisor name, quote, and contact information

  • Goals and Objectives: Clear statement of project goals and objectives linked to student learning; connection to innovation

  • Activities and Strategies: Student-centered, developmentally appropriate activities and strategies for using proposed technology; how activities tie into educational goals; implementation timeline

  • Effects on Student Learning: Detailed description of project effect on student achievement and/or staff development; anticipated percentage of students and staff participating; data and rationale for anticipated increases

  • Evaluation of Project: Plan for evaluating project success; questions to be addressed; who will be involved in evaluation; how results will be used to improve project

  • Project Mission Statement

  • Project Budget: Itemized budget showing sources of committed and proposed income and expenses
  • Supporting Documents:

    Evaluation Criteria:
    1. Description of Need (0-15 points): Educational need specification, documentation of identified need, data substantiating need, description of schools and student populations served
    2. Project Description (0-15 points): Project rationale, practicality and relevance, collaborative opportunities, measurable outcomes, how technology will be used, administrator endorsement
    3. Goals and Objectives (0-10 points): Goals and objectives linked to student learning, practical and relevant, collaborative elements, focus on measurable outcomes
    4. Activities and Strategies (0-15 points): Student-centered activities, connection to educational goals, likelihood of successful implementation, detailed implementation timeline
    5. Effect on Student Learning (0-15 points): Description of effects on student achievement/staff development, percentage of students/staff participating, data and rationale for anticipated achievement increases
    6. Evaluation (0-15 points): Evaluation plan with methodology and data collection instruments, monitoring of progress, use of results to improve project
    7. Overall Proposal (0-15 points): Compelling rationale, logical execution plan, demonstrated effects on student achievement, innovation, substantial technology integration
