Texas Commission on the Arts (TCA) The mission of the Texas Commission on the Arts (TCA) is to advance our state economically and culturally by investing in a creative Texas. TCA supports a richly varied and innovative arts community in Texas, throughout the nation and internationally by providing resources to enhance economic development, arts education, cultural tourism and artist sustainability initiatives. Arts Respond - Cultural District Project Intent: Projects that use the arts to diversify local economies, generate revenue, and attract visitors and investment. This program is designed for projects that focus on significant cultural tourism projects. These projects should serve at least one of the following: High quality arts programming that will attract a significant number of visitors from 50 miles or more outside the community (i.e., blockbuster art exhibitions, national or regional premieres, major festivals)Enhancements to the cultural district to make it more accessible, attractive, cohesive-looking, and safe for visitorsImproved signage and wayfinding for the districtPromotion of the district; this may include the district’s website, branding, and marketingOrganizational support for the management and operations of the district (TCA Cultural District only) Funding Minimum Request: $3,000Maximum Request: 50% of project budget, not to exceed $250,000Eligibility

Who can apply:TCA Cultural District; VERIFIED College Arts Institution, Established Arts Organizations, Established Arts Organizations of Color,Government Local Arts Agencies, Local Arts Agencies, Rural Arts Providers located within a TCA Designated Cultural DistrictTo be eligible for TCA grants, an organization must:be a tax-exempt nonprofit organization as designated by the Internal Revenue Service and/or must be an entity of governmenthave their eligibility status established with the TCA prior to the deadline day; know that it can take two weeks or more to get confirmation from the IRS of nonprofit status and 990 financial information which may be required for categorizationinform TCA if they believe their eligibility status has changedbe incorporated in Texashave fulfilled all its outstanding contractual obligations to the State of Texas (i.e. taxes, etc.)provide their unique entity identifier (UEI) from the federal System of Awards Management (SAM.gov), when applying for competitive grantscomply with regulations pertaining to federal grant recipients including the most recently amended versions of Title VI of the Civil Rights Act of 1964, Executive Order 13166 - Improving Access to Services for Persons with Limited English Proficiency, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, The Age Discrimination Act of 1975, The Americans with Disabilities Act of 1990 (ADA), and the Drug Free Workplace Act.provide assurance that they are not debarred or suspended prior to the payment of an awardThe Commission will only fund capital improvements, bricks and mortar, and permanent (depreciable) equipment through the Cultural District Project or Designated Funding/Commission Initiatives grant programs. Match Requirement: dollar for dollar (1:1) Organizations may submit one application per deadline.Ineligibility
The Commission will not fund capital improvements for rented or leased spaces.The Commission will not fund the following:Grants that exceed 25% of the organization's previous year's cash operating revenuesSocial functions, parties, receptions, fundraisers, or galasOperating expenses for home officesOperating expenses for state operated facilities including, but not limited to, salary support and facility costsActivities for which college or university students receive academic creditProjects at colleges and universities that serve mostly students and faculty, with minimal or no community involvementProjects by privately owned for-profit corporationsFinancing of political activitiesRetroactive fundingDebt reductionProjects, productions, workshops and/or programs that include obscene material as defined in Section 43.21, Penal Code of Texas.TCA funds cannot be matched by other awards from TCA or the National Endowment for the Arts.Focus Areas & Funding Uses
