SVCREATES NEA ARP Recovery Grant Program

Funding Source: National Endowment for the Arts (NEA) American Rescue Plan (ARP) grants

Geographic Scope: Silicon Valley / Santa Clara County area

Program Overview: The National Endowment for the Arts announced $20,200,000 in American Rescue Plan grants to 66 local arts agencies for subgranting to help the arts and cultural sector recover from the pandemic. SV CREATES received funding to distribute grants to eligible recipients to save jobs and fund operations and facilities, health and safety supplies, and marketing/promotional efforts.

Program Goals:

  • Help small local arts organizations rebuild from pandemic devastation

  • Support organizations to hire, retain, and increase compensation to artists and staff

  • Cover basic facility rent and operating costs
  • Eligible Uses of Grant Funds:

  • Staff salaries and artist fees

  • Rent and utilities

  • Marketing and promotion costs

  • COVID safety protocols
  • Ineligible Uses of Grant Funds:

  • Capital purchases

  • Mortgage payments

  • Re-granting

  • General fundraising

  • Alcoholic beverages

  • Costs supported by any other federal funding

  • Lobbying
  • Federal Requirements for Grantees:

  • Obtain a Unique Employer Identifier (UEI) reflecting organization's legal name and current physical address

  • Certify organization is not disbarred, suspended, or excluded from doing business with federal government

  • Track all expenditures and retain financial records and supporting documents for three years from final report submission

  • Ensure funded project implements in accordance with US Constitution, Federal Law, and public policy requirements protecting free speech, religious liberty, public welfare, environment, and prohibiting discrimination
  • SV CREATES Requirements:

  • Completion of grant agreement

  • Attendance at grantee orientation covering reporting requirements

  • Submit final report including list of expenditures by July 31, 2023
