SNAP Outreach Partnership

Program Period: Federal Fiscal Year 2027 (October 1, 2026 - September 30, 2027)

Background: Nearly 1 in 5 Arizona households do not have enough food to last the month. This statewide partnership aims to educate individuals and families about SNAP benefits and help them gain access.

Partnership Options

1. SNAP Outreach partnership with federal financial reimbursement - includes thorough verification process of fiscal health and stability 2. SNAP Outreach partnership without financial reimbursement - for organizations wanting partnership benefits without financial requirements

    Partnership Advantages

  • Direct access to DES on behalf of those served
  • Training and technical support to expand outreach efforts
  • 15% reimbursement on all allowable activities and administrative expenses (for funded option)

    Allowable Costs

  • Personnel and administrative expenses
  • Building-related costs (allocable to SNAP Outreach program)
  • Travel (using GSA Per Diem Rates)
  • Conference attendance
  • Not allowable: Gasoline fill-ups (standard mileage reimbursement only)

    Indirect Cost Rate

  • Default: 15% IDCR
  • Colleges/Universities: 26% IDCR
  • Organizations with negotiated higher rates: approved rates only

Application Process

Application Steps

1. Visit the application portal - "Go to the Application" button on partnership page
2. Select application option:
- Option 1: SNAP Outreach partnership with federal financial reimbursement
- Option 2: SNAP Outreach partnership without financial reimbursement
3. Complete the application form - Use any web browser (Google Chrome recommended)
4. Save and collaborate - Use Save button to share with colleagues and executive director
5. Obtain signatures - Send resume link to authorized signers in your organization
6. Review - Use "Review Application" button on final page to view read-only version
7. Submit - Submit through online portal

Required Materials

For organizations applying WITH financial reimbursement:

  • Audit report (preferred over recent financial statements)

  • W-9 or other financial documents

  • Documentation of fiscal health and stability

  • Building-related cost documentation (receipts, invoices, square footage calculations, employee timesheets)

  • Documentation of public cash vs. public in-kind contributions vs. private cash
  • For organizations applying WITHOUT financial reimbursement:

  • No W-9 or financial documents required
