IEMA administers the Preparedness and Response (PAR) and Unmet needs grant program for homeland security and emergency preparedness and response projects, including grants. Pursuant to 20 ILCS 3305/5(j), IEMA is authorized to make grants to other State agencies, public universities, units of local government, and statewide mutual aid organizations to enhance statewide emergency preparedness and response.
