Rural Health Care Access Program (RHCAP) - Dental Care Grant

The Rural Health Care Access Program (RHCAP) - Dental Care aims to enhance access to primary medical and dental services in underserved Idaho communities. With a maximum funding of $35,000 for one year, RHCAP supports projects addressing Health Professional Shortage Areas (HPSA) and Medically Underserved Areas (MUA). Eligible applicants include registered non-profits and government entities. The program focuses on removing barriers to healthcare, including socioeconomic and geographic factors.

(RHCAP) exists to assist rural and underserved Idaho communities in improving access to primary medical and dental health care. RHCAP awards are limited to a maximum of $35,000 for a one-year funding cycle. Proposed projects are required to address needs in areas designated as Health Professional Shortage Areas (HPSA) and Medically Underserved Areas (MUA). Applicants may submit grant proposals that improve access to primary care and/or dental health services in any of the three assistance categories (Idaho Code 39-5906), including, community development, telehealth, and other (such as recruitment and retention).
RHCAP seeks to improve access to primary medical and dental care by strengthening healthcare systems, removing barriers that prevent people from obtaining healthcare, and developing partnerships to better serve communities. Barriers may be socioeconomic, cultural, geographic, or reflect the inadequate availability of clinicians. Although access barriers to mental health services may exist, the RHCAP statute limits projects exclusively to primary medical care and dental health services (Idaho Code 39-5902)
Funding
HCAP awards are limited to a maximum of $35,000 for a one-year funding cycle.

Eligibility

Applicants must be non-profit entities registered with the Idaho Secretary of State or be a government organization. Use of funds for the purchase of equipment may be allowed when such equipment is an essential component of a program. However, the purchase of equipment may not represent more than forty percent (40%) of the total annual share of a proposal.Dental health projects must serve an area designated as an Idaho Dental HPSA.
Dental Care Eligible Area Map.A non-profit or government organization may apply for loan repayment for an eligible clinician, and that same clinician (if eligible) may apply for the Rural Physician Incentive Program (RPIP).
However, only one application may be funded. Please specify in the RHCAP application if the physician is also applying for RPIP funding.

Ineligibility

Individuals may not apply for RHCAP funds.No funds awarded under a grant may be used for purchase, construction, renovation , or improvement of real property or for projects which are solely or predominantly designed for the purchase of equipment.Indirect costs shall not exceed fifteen percent (15%) of all the direct costs related to the project.Applications requesting funds to improve access to mental health or psychiatric services will not be reviewed. Clinicians currently receiving loan repayment through the State Loan Repayment Program (SLRP) or Rural Nursing Loan Repayment Program cannot receive RHCAP funding.
