3. Ongoing Operations: Must demonstrate that dental services will be provided on an ongoing basis with minimal equipment downtime
4. Non-Profit Operation: Dental services cannot be performed for profit to either the sponsoring organization or the dentists providing services. Fees can only be charged to cover basic operational costs
5. Civilian Only: Equipment must be used by civilian organizations and dentists to serve civilian populations only
