About the Award: Named for Professor Walter A. Rosenblith (1913-2002), first Chair of HEI's Research Committee (1980-1989) and Board member (1990-1996). The award reflects Professor Rosenblith's vision of science and excellence, supporting activities to attract new talent and bring fresh tools and ideas to environmental health questions.
Evaluation Process: Considers applicant qualifications and background, quality and relevance of research proposal, and research environment. HEI expects to provide one or more awards per year depending on funding and application quality.

Two-Stage Application:
#### Part 1: Preliminary Application
1. Submission Format:

- Combine all materials into single PDF (max 10MB)

2. Page Limits and Format:
- Maximum 5 pages (11-point font, 1-inch margins, single-spaced)

- Excluding references, biosketches, and supporting letters
- Longer applications will be rejected
- Convert to PDF before submitting
3. Required Content:
- Cover Page: Title, contact information
- Plain Language Summary (max 150 words): Purpose of study, population(s) to be studied, datasets and approaches
- Study Description:
- Scientific background and rationale
- Hypothesis and study aims
- Preliminary or relevant data from previous studies
- Study design and methods
- Statistical analyses
- Anticipated results
- Novelty of proposed approach
- How study addresses RFA objectives
- Community Engagement Plan (if applicable, additional ½ page):
- Community stakeholders to engage
- General approach to engagement
- Integration of community stakeholders
- How engagement will benefit research and community
- Letter of Collaboration required for high-level engagement (sampling within community or partnerships)
- Qualifications of Investigator(s):
- Explain how team is uniquely positioned
- Specify expertise and experience of anticipated collaborators
- How collaborators will contribute to design, conduct, data analysis, and interpretation
- Highlight relevant experience with study design, data collection methods (field work), and community engagement
- Biographical Sketches:
- Include biosketches of principal investigator and key co-investigators
- Use HEI Biosketch form or other format
- Each biosketch: max 2 pages
- Rosenblith Only: Include only applicant's own biosketch; mentor biosketches NOT needed at preliminary stage
- Supporting Letters: As indicated in RFA

- Cost or pricing data justifying necessity and reasonableness
- Adequate accounting procedures
- Follow RFA-specific budget caps
- Personnel:
- Names and positions of all personnel (professional and nonprofessional)
- Rosenblith Only: Senior personnel and mentors cannot be included for salary support
- Percentage of time/effort or hours per week
- Dollar amounts for salary and fringe benefits separately
- Fringe benefits to extent treated consistently as direct costs
- Indicate summer vs. academic-year salaries
- Indicate current or escalated rates; if escalated, state percentage and methodology
- Consultant Costs:
- Specific area of service

- Items over $5,000 listed under equipment
- Construction costs not permissible
- Essential facility alterations: itemize by category with justification
- Travel Expenses:
- Limit to one scientific meeting per year
- Do NOT include travel to HEI Annual Conference (HEI covers directly)
- For other purposes (collaborator meetings): estimate number of trips, destination, reason, cost
- Support any special transportation costs
- HEI approval required in advance for foreign travel
- Indirect Costs:
- Max 30% of direct costs (excluding equipment and subcontracts)
- Cannot exceed government-negotiated rate for institution
- Limited exception possible for unique institutional capabilities and full cost recovery requirement
- Equipment:
- Itemization and justification
- Only equipment explicitly listed in Approved Budget or subsequently authorized in writing reimbursed
- Equipment budget not subject to indirect cost charges
- Subcontracts:
- Itemize with total
- Describe and justify costs for third-party services
- Include consortium and formalized collaborative agreements
- Separate budgets for initial and future periods (Forms F-4b and F-5b)
- Indirect costs subject to 30% cap
- Principal investigator's institution may charge indirect costs to first $25,000 of each subcontract
- Final Report Preparation (final year only):
- Due at end of final contract period at 12-month time point
- Budget funds and appropriate percentage effort for report writing
- Included in maximum allocated budget
