Overview

Rental Rehabilitation Program

Overview: Provides zero interest, forgivable loans to landlords for property rehabilitation to house low/moderate-income tenants.

Geographic Scope: Bowling Green, OH (implied within city limits)

Eligibility:

  • Landlords owning rental properties

  • Property must be rented to low/moderate-income persons

  • Income limits effective June 1, 2025: 1 person $53,100, 2 people $60,700, 3 people $68,300, 4 people $75,850, 5 people $81,950, 6 people $88,000, 7 people $94,100, 8 people $100,150
  • Maximum Assistance Allowed by Bedrooms:

  • 0 bedrooms (Efficiency): $13,000

  • 1 bedroom: $16,000

  • 2 bedrooms: $18,000

  • 3 or more bedrooms: $20,000
  • Loan Terms:

  • Interest Rate: 0%

  • Loan Period: 7 years

  • Forgiveness: Loan is forgiven at the end of 7 years if owner has not defaulted

  • Mortgage: A mortgage is placed on the property during the 7-year period

  • Default Consequence: If property is sold or title transferred before 7 years, or if owner defaults on program requirements, full loan amount is due immediately
  • Key Requirements:

  • Landlord must put at least 50% of construction costs into the project

  • Rent must be below current Fair Market Rents (established by HUD)

  • All repairs must meet State of Ohio's Residential Rehabilitation Standards and Wood County Health, Safety and Sanitation Regulations
  • Current Fair Market Rents (as of October 1, 2023):

  • Efficiency: $691

  • 1 Bedroom: $753

  • 2 Bedroom: $986

  • 3 Bedroom: $1,307

  • 4 Bedroom: $1,378
  • Ineligible Properties:

  • Multi-Unit Rentals are not eligible
