Phoenix CARES Act

Status: Currently closed to new applications (application limit reached as of extraction date)

Geographic Scope: City of Phoenix residents only

Focus Areas:

  • Utility bill assistance (electric and gas)

  • City of Phoenix water bill assistance

  • Rent or mortgage payment assistance
  • Eligible Financial Impacts from COVID-19:

  • Loss or reduction of wages

  • Reduction of work hours

  • Increased child care expenses

  • Impacts occurring between March 1, 2020 through present
  • Eligibility Requirements:

  • Must be a City of Phoenix resident

  • Must have been financially impacted by COVID-19 between March 1 and present

  • Can be currently or formerly employed, or self-employed

  • Unemployment benefit status does not affect eligibility

  • Being current or delinquent on payments does not affect eligibility

  • Must provide proof of residency, lawful presence in the United States, and monthly financial obligations
  • Award Amounts:

  • Utility bills (electric and gas): $600

  • City of Phoenix Water bills: $300

  • Rent or Mortgage payments: $3,300

  • One-time assistance per household per obligation type

    How to Apply

    Application Process

    1. Set up your online account through the application portal
    2. Provide required documentation in the following sections:
    - Section 1: Proof of being financially affected by COVID-19
    - Section 2: Proof of City of Phoenix residency
    - Section 3: Identification documentation
    - Section 4: Proof of lawful presence in the United States

    Required Documents

    Section 1 - COVID-19 Financial Impact Documentation:

  • For job/wage loss: termination letter, unemployment application proof, or self-certification

  • For reduced hours: employer letter and last three pay stubs

  • For wage reduction: employer letter or furlough notice

  • For discontinued benefits: unemployment or SSI letter

  • For increased childcare: self-certification of expense increase
  • Section 2 - City of Phoenix Residency:

  • Driver's license, work/school ID, public benefit award letter (SNAP, TANF), utility bill, mortgage bill, lease agreement, or other reasonable sources

  • Utility service address must match residential address
  • Section 3 - Identity Verification:

  • Driver's license, work/school ID, health/social service program ID, Social Security card, voter registration card, wage stubs, birth certificate, family census card, or other reasonable sources
  • Section 4 - Lawful Presence in U.S.:n- Birth certificate (U.S., state, local, or Puerto Rico)

  • U.S. Passport (current or expired)

  • Certificate of Birth Abroad (FS-545 or DPS-1350)

  • Certificate of Naturalization (N-550 or N-570)

  • Certificate of U.S. Citizenship (N-560 or N-561)

  • Report of Birth Abroad (FS-240)

  • U.S. Consular officer's statement

  • U.S. Citizen Identification Card (I-197)

  • Northern Mariana Identification Card (I-873)

  • American Indian Card (I-872)

  • Resident Citizen ID (I-179)

  • Tribal enrollment or Certificate of Indian Blood

  • U.S. Census record

  • Religious record created within three months of birth

  • Proof of U.S. Government Civil Service employment before June 1, 1976

  • Early school records

  • Adoption finalization papers

  • Hospital records/wrist bands/crib cards from birth
  • Submission Requirements

    ONLY COMPLETE PACKAGES (online account and supporting documents) will be processed

    Applications reviewed in order received; approval dependent on fund availability.
