Permanent Supportive Housing Development Grant Program

The Illinois Housing Development Authority (IHDA) is inviting applications for its Permanent Supportive Housing Development Grant Program. This initiative aims to finance the acquisition, rehabilitation, or new construction of projects that support vulnerable populations with flexible services to enhance housing stability. Eligible projects may include up to 25 units with funding requests of up to $9 million, covering essential activities like rehabilitation and adaptive reuse. Interested applicants must submit a Concept Meeting Request Form before the application deadline.

Permanent Supportive Housing Development Program
The Illinois Housing Development Authority (“IHDA”) is now accepting applications under its Permanent Supportive Housing (PSH) Development Program. Financing is available for the acquisition, rehabilitation, and/or new construction of PSH projects that serve the most vulnerable populations and that offer flexible, voluntary supportive services designed to increase housing stability.
IHDA expects most applications will be for 100% PSH projects of 25 or fewer units and that requests will generally be up to $9,000,000 or 90% of the total project cost, whichever is less.
Eligible activities under the Permanent Supportive Housing Development Program include but are not limited to:

• AcquisitionNew ConstructionRehabilitation of Existing Occupied UnitsRehabilitation of Vacant Units, and/orAdaptive Reuse of Non-Residential Properties

The Authority welcomes creative models that will help meet a diverse array of needs. Projects may offer PSH units in a range of settings, including single and scattered-site projects. Funding under this RFA may be used to create office space that is specifically used for social services or building management; additional office space must be paid for by a non-Authority source.
