New York State Office of Mental Health The New York State Office of Mental Health (OMH) oversees a large multi-faceted mental health system serving nearly 800,000 individuals each year. This includes operating 23 psychiatric centers and overseeing the Nathan S. Kline Institute and New York Psychiatric Institute. OMH regulates and certifies more than 6,500 programs operated by local governments and nonprofit agencies. Mission Our mission is to promote the mental health of all New Yorkers, with a particular focus on providing hope and recovery for adults with serious mental illness and children with serious emotional disturbances. Partial Hospitalization Programs for Children Partial hospitalization is an alternative to inpatient care. Patients continue to live at home but go to a treatment center during the day. The New York State Office of Mental Health (OMH or “Office” herein after) announces the availability of funds for the expansion of the Partial Hospitalization Program (PHP) for children and adolescents throughout New York State. OMH is proposing to expand access to PHPs across New York state by targeting those Economic Development Regions (EDRs) that do not have this service or where a need exists, but the current number of programs does not meet the communities’ need. The goal of this award is to expand access to services for children with serious emotional disturbance (SED) and their families at a critical time in their lives which they need to thrive and remain engaged in the community. This RFP is intended for providers seeking OMH licensure to operate a new Partial Hospitalization Program for Children and providers holding an OMH license for a Partial Hospitalization Program currently only serving adults, looking to update the Operating Certificate by adding a new Partial Hospitalization Program for Children. This RFP is not open to current providers of PHP for Children looking to increase the number of available slots within an existing program.Eligibility
