Either of the following:Be a current or prior resident of Clark, Cowlitz, or Skamania County, WA.The military service parent was a resident of Clark, Cowlitz, or Skamania County in Washington State OR had resided in one of those counties prior to entering military service.Awards may be renewable if applicants show adequate progress toward a degree, good standing at an institution, and continuing financial need.
