Overview

Note: All partnerships interested in submitting an application to the Implementation Focused Investment Partnership (FIP) Program are required to participate in a pre-application consultation with OWEB staff. Required application consultations with OWEB staff take place by the 'pre-proposal' deadline above. Applications are due to OWEB by the 'full proposal' deadline above. Definition A Focused Investment Partnership is an OWEB investment that: Addresses a board-identified Focused Investment Priority of significance to the state; Works towards achieving clear and measurable ecological outcomes;Uses integrated, results-oriented approaches as identified through a strategic action plan; and Is implemented by a high-performing partnership. Implementation Grants Implementation funding supports partnerships with up to $12 million over 3 biennia (6 years). Initiatives must demonstrate clear and measurable restoration outputs and ecological outcomes that support limiting factors outlined in a federal recovery and/or state conservation plan(s). Strategic Action Plan Partnerships applying for FIP Implementation funding must have a strategic action plan (SAP) that addresses all components detailed in OWEB's Strategic Action Plan Guidance. A SAP defines the geographic extent, timeframe, and range of strategies and actions that will lead to the long-term goals of a partnership. The scope of an Implementation conservation initiative is determined by the partnership and constitutes the portion of the SAP that the partnership believes it can accomplish in the proposed timeframe with the proposed funding.

Eligible Applicants for a FIP Initiative award include any Core Partner that is a Tribe, watershed council, soil and water conservation district, not-for-profit corporation, school, Oregon institution of higher education, independent not-for-profit institution of higher education, or political subdivision of this state that is not a state agency. Core Partners are identified in the Initiative grant application as signatories to the FIP Partnership Agreement and are eligible to apply for project-level grants to provide capacity for Partnership coordination and Work Plan implementation.Eligible Partnerships for a FIP Initiative award are Partnerships that:Are high performing, as demonstrated through a shared history of successful, collaborative project implementation and an established, documented Partnership governance;Have a current Strategic Action Plan that includes all elements described in OWEB’s Strategic Action Plan Guidance​ and addresses a FIP ecological priority;Have a detailed Initiative Work Plan using the FIP Work Plan Temp​late.​
