Purpose: Fund new programs and projects that are small in scale, meet an unanticipated need or opportunity, or fall outside of larger funding cycles

Funding Priority: Emergent programs receive priority funding
Geographic Scope: Chemung and Southeastern Steuben counties (primary service area)
