McKinney-Vento Education for Homeless Children -- Lead Area Liaisons Executive Summary: The objective of the program is to address the challenges that homeless children and youth have faced in enrolling, attending, and succeeding in school. It must be ensured that each homeless child and youth has equal access to the same free and appropriate public education, including preschool education, as all other children and youth. Barrlers to homeless children's education must be removed to prepare them for future success. The purpose of this Request for Proposal (RFP) is to fund one Lead Area Liaison (LAL) in each of the seven areas of the state, as designated by the Illinois Association of Regional Superintendents of Schools, to assist school district homeless liaisons in each area in implementing the requirements of the McKinney-Vento Homeless Assistance Act. Each LAL will be responsible for awarding subgrants to Regional Offices of Education and Intermediate Service Centers in its area to enable school districts showing the greatest need to establish local programs in meeting the requirements of the McKinney-Vento Homeless Assistance Act.Eligibility
